U.S. Pending Home Sales Decline in June

The Pending Home Sales Index, a forward-looking measure of home sales based on contract signings, fell 0.8% m/m to 72.0 in June following a 1.8% gain to 72.6 in May (unrevised) and a 6.3% drop to 71.3 in April (unrevised), according to the National Association of Realtors (NAR). The year-on-year rate was -2.8% in June following +1.1% in May, registering the sixth negative y/y reading in seven months; this compared to -2.9% y/y in June 2024. The PHSI had fallen 42.4% since its October 2021 high of 125.1.

The m/m fall in June pending home sales occurred as the average rate on a 30-year mortgage held at 6.82% in June and May, the highest since February, after rising to 6.73% in April. These rates, while below a peak of 7.62% in October 2023, had remained higher than a low of 5.22% in August 2022 and more than double a record-low 2.68% in December 2020.

Pending home sales dropped m/m in June in three of the four major regions. Sales in the West fell 3.9% (-7.3% y/y) in June following a 6.0% rebound in May. Sales in the South declined 0.7% (-2.9% y/y) after a 1.0% May rise. Sales in the Midwest decreased 0.8% (-0.9% y/y), reversing a 0.3% May increase. These three regions posted the second m/m sales decline in three months. To the upside, sales in the Northeast rose 2.1% (0.0% y/y) in June following a 2.1% rise in May and three consecutive m/m slides.

The pending home sales index measures sales at the time the contract for the purchase of an existing home is signed, similar to the Census Bureau's new home sales data. In contrast, the National Association of Realtors' existing home sales data are recorded when the sale is closed, which is usually a couple of months after the sales contract has been signed. In developing the pending home sales index, the NAR found that the level of monthly sales contract activity leads the level of closed existing home sales by about two months.
