Total retail sales increased 0.6% (5.0% y/y) in August following a 0.6% July rise, revised from 0.5%, and a 1.0% June strengthening, revised from 0.9%. The gain compared to a 0.3% increase expected in the Action Economics Forecast Survey. Firm sales gains were widespread last month. Sales excluding autos rose 0.7% in August (4.9% y/y) after increasing 0.4% in July, revised from 0.3%, and improving 0.9% in June, revised from 0.8%.

Sales in the retail control group, which excludes autos, building materials, gasoline and food services, rose 0.7% (5.9% y/y) in August after an unrevised 0.5% July rise and a 0.9% June gain, revised from 0.8%. These sales are used in the construction of personal consumption expenditures in the NIPA accounts.

Light vehicle sales increased 0.5% (5.6% y/y) in August after rising 1.7% in July, following a 1.2% June strengthening. This compares to a 3.0% decline (+7.0% y/y) in unit sales of motor vehicles last month which followed a 7.6% July increase. Gasoline service station sales rose 0.5% (-0.7% y/y) in August after increasing 0.9% in July. Gasoline prices rose 0.8% (-4.7% y/y) last month after falling 1.2% in July. Sales of building materials & garden equipment edged 0.1% higher (-2.3% y/y) after falling 0.9% in July.

Elsewhere, sales were generally firm last month. Nonstore retail sales strengthened 2.0% (10.1% y/y) after increasing 0.6% in July. Clothing store sales increased 1.0% (8.3% y/y) following two consecutive months of 1.4% increase. Sporting goods & hobby shop sales increased 0.8% (4.7% y/y) after surging 1.6% in July. Sales at electronics & appliance stores rose 0.3% (3.7% y/y) after jumping 1.2% in July. On the weaker side, general merchandise store sales eased 0.1% (+1.9% y/y) after they held steady in July, and department store sales fell 0.8% (-1.0% y/y) after rising 1.1%. Furniture & home furnishings sales slipped 0.3% (+5.2% y/y) in August following a 1.6% increase. Miscellaneous store sales fell 1.1% (+10.7% y/y) last month after slipping 0.2% in July.

In the nondiscretionary sales sector, food & beverage store sales rose 0.3% (3.2% y/y) last month following a 0.5% rise in July. Health & personal care store sales eased 0.1% (+5.1% y/y) last month after improving 0.4% in July.
 
Restaurant & drinking establishment sales increased 0.7% (6.5% y/y) in August after slipping 0.1% in July.

Industrial production (IP) edged up 0.1% m/m in August following a 0.4% drop in July (-0.1% initially) and a 0.5% rise in June (+0.4% previously), data from the Federal Reserve Board showed. A 0.1% m/m easing for August had been expected in the Action Economics Forecast Survey. The year-on-year growth rate slowed to 0.9% in August from 1.4% in July, but it was above 0.0% y/y in August 2024. The August IP index was at 103.9, marginally up from 103.8 in July and 2.4% above a low of 101.5 in January 2024.

By **industry groups**, manufacturing production, up for the third month in four, increased 0.2% (0.9% y/y) in August following a 0.1% downtick in July (0.0% initially) and a 0.3% rise in June (unrevised). Durable goods production rose 0.2% (1.5% y/y) in August, the third m/m rise in four months, on top of a 0.3% increase in July. Within durables, the following categories rose m/m in August, including output increases of 2.6% (1.1% y/y) in motor vehicles & parts, 1.2% (-0.6% y/y) in nonmetallic mineral products, 0.6% (0.2% y/y) in wood products, 0.5% (6.7% y/y) in computer & electronic products, and 0.4% (2.9% y/y) in primary metals. Notably, aircraft & parts production increased 0.2% (8.7% y/y) in August, the smallest of 10 straight m/m gains, after a 0.9% rise in July. To the downside, the following durable goods categories fell m/m in August, including drops of 1.7% (-1.6% y/y) in furniture & related products, 1.7% (-1.8% y/y) in miscellaneous durables goods, 1.5% (-5.7% y/y) in electrical equipment, appliances & components, 0.6% (+6.0% y/y) in aerospace & miscellaneous transportation equipment, 0.5% (+1.9% y/y) in machinery, and 0.1% (+0.8% y/y) in fabricated metal products.

Nondurable goods production increased 0.3% (0.7% y/y) in August, up for the second month in three, following a 0.5% decline in July. The August increase reflected m/m output rises of 2.5% (-0.1% y/y) in textiles & product mills, 1.6% (1.4% y/y) in petroleum & coal products, 1.4% (-2.1% y/y) in apparel & leather goods, 0.3% (3.0% y/y) in chemicals, and 0.2% (0.2% y/y) in food, beverages & tobacco. To the downside, the following nondurable goods categories declined m/m in August: plastics & rubber products (-0.7%; -3.9% y/y), paper (-0.5%; -0.8% y/y), and printing & related support activities (-0.3%; -2.6% y/y).

Mining activity rebounded 0.9% (1.0% y/y) in August, the third m/m increase in four months, after a 1.5% drop in July (-0.4% initially). Utilities output, however, slid 2.0% (+0.1% y/y), the third m/m slide in four months, on top of a 0.7% July decline (-0.2% initially), with a 2.3% decrease (+0.8% y/y) in electric utilities output and a 0.2% increase (-4.5% y/y) in natural gas utilities output.

By **market groups**, construction supplies production recovered 0.6% (1.2% y/y) in August, the second m/m increase in three months, following a 0.9% drop in July. Consumer goods output grew 0.4% (-0.2% y/y) after a 0.2% July decline, reflecting rebounds of 0.6% (-2.4% y/y) in durable consumer goods and 0.3% (0.4% y/y) in nondurable consumer goods. Materials production increased 0.1% (1.2% y/y), up for a second month in three, after a 0.5% July decrease. In contrast, business equipment output slipped 0.1% (+4.1% y/y) in August, the first m/m easing since October 2024, following a 0.5% gain in July.

In **special classification**s, factory output of selected high-tech industries dipped 0.1% (+13.8% y/y) in August, down for the second month in three, following an upwardly revised 4.4% advance in July (+1.4% initially). Meanwhile, manufacturing production excluding selected high-tech industries grew 0.2% (0.6% y/y) in August, the third m/m gain in four months, reversing a 0.2% decrease in July; manufacturing production excluding selected high-tech and motor vehicles & parts ticked up 0.1% (0.6% y/y), the second m/m increase in three months, following a 0.2% July decline.

Capacity utilization held at 77.4% in August, unchanged from July’s reading (77.5% initially). The latest result matched the forecast by the Action Economics Forecast Survey. The August reading was 2.2 percentage points below its long-run (1972–2024) average. Manufacturing capacity utilization inched up to 76.8% in August from 76.7% in July (76.8% previously); the August rate was 1.4 percentage points below its long-run average.

The Housing Market Index, compiled by the National Association of Home Builders/Wells Fargo, was unchanged (-22.0% y/y) at 32 in September, after a 3.0% August decline to 32 which reversed the 3.1% July rise to 33. The latest reading remained below the break-even point of 50, where it’s been since May of last year. The index also remains under a July 2023 high of 56 and a November 2020 peak of 90.

The rate on a 30-year fixed rate mortgage averaged 6.43% in the first two weeks of September versus 6.59% during all of August. It fell to 6.35% last week and remained below the high of 7.79% in the last week of October 2023, according to Freddie Mac.

The single-family sales measure held steady (-24.4% y/y) this month at 34, after falling 5.6% in August. The prospective sales in six months measure increased 4.7% (-15.1% y/y) to 45, after holding steady in August. The traffic of prospective buyers’ index fell 4.5% (-22.2% y/y) to 21 in September, after rising 10.0% in August.

Housing improvement occurred solely in the Northeast this month with the index rebounding 12.8% (-20.0% y/y) to 44, after falling 18.8% in August. In the West, the index fell 3.7% (-36.6% y/y) to 26 after rising 8.0% in August. The index for the Midwest declined 2.4% (0.0% y/y) to 41, the lowest level in three months. The index in the South held steady for a second month at 29 (-27.5% y/y).

The NAHB has compiled the Housing Market Index since 1985. It reflects survey questions which ask builders to rate sales and sales expectations as "good," "fair" or "poor" and traffic as "very high," "average" or "very low." The diffusion indexes with values over 50 indicating a predominance of "good"/"very high" readings. In constructing the composite index, the weights assigned to the individual index components are: 0.5920 for single-family detached sales, present time, 0.1358 for single-family detached sales, next six months, and 0.2722 for traffic of prospective buyers. The regional indexes run back to December 2004.

Import prices unexpectedly increased 0.3% m/m (0.0% y/y) in August after a downwardly revised 0.2% m/m rise in July (previously 0.4% m/m), according to the Bureau of Labor Statistics. A 0.1% m/m decline had been expected by the Action Economics Forecast Survey. Export prices also increased 0.3% m/m (3.4% y/y) in August following an upwardly revised 0.3% m/m increase in July (previously 0.1% m/m). The Action Economic Forecast Survey had also looked for a 0.1% m/m decline.

Note that these indexes are not directly affected by tariffs because they measure the price of goods before taxes. Tariffs are considered taxes and thus are excluded from these calculations.

For imports, fuel prices decreased 0.8% m/m in August following an increase of 2.4% m/m in July and an advance of 0.8% m/m in June. Lower prices for natural gas and petroleum drove the decrease. In August, prices for imported petroleum decreased 0.2% m/m and prices for imported natural gas fell 13.2%, the sixth consecutive monthly decline for the index. Imported fuel prices decreased 10.1% y/y in August.

Prices for nonfuel imports increased 0.4% m/m in August following no change in July. The August advance was the largest monthly increase since the index rose 0.6% in April 2024. Higher prices in August for consumer goods (0.7% m/m), nonfuel industrial supplies and materials (1.0% m/m), capital goods (0.5% m/m), and automotive vehicles (0.2% m/m) more than offset lower prices for foods, feeds, and beverages (-2.1% m/m). Nonfuel import prices increased 0.9% on a year-over-year basis.

Higher prices for nonagricultural exports drove the August increase in overall export prices. The price index for agricultural exports was unchanged in August (+5.1% y/y) following a 0.2% m/m decline in July. Higher prices for fruit offset lower prices for nuts and soybeans. Nonagricultural export prices increased 0.3% m/m in August, after rising 0.3% m/m in July and 0.6% m/m in June. Higher prices for consumer goods (0.6% m/m), nonagricultural industrial supplies and materials (0.2% m/m), capital goods (0.2% m/m), and automotive vehicles (0.2% m/m) drove the increase. Nonagricultural export prices increased 3.2% from August 2024 to August 2025, the largest y/y increase since the index rose 3.9% for the year ended December 2022.

Total business inventories increased 0.2% m/m (1.5% y/y), the same monthly gain as in June. The y/y gain has decelerated from a recent high of 2.6% in November 2024. Retail inventories rose 0.2% m/m for the third straight month and the y/y increase slowed further to 1.7% in July from 2.4% in June. Factory inventories rose 0.3% m/m (1.5% y/y) in July, their largest monthly gain since December. Wholesale inventories edged up 0.1% m/m (1.3% y/y) in July following a 0.2% monthly gain in June.

Within the retail sector, monthly gains were widespread. Food and beverage inventories jumped 0.6% m/m in July. Auto inventories increased 0.5% m/m, while retail inventories excluding autos edged up 0.1% m/m. Furniture store inventories and building materials inventories each rose 0.4% m/m. In contrast, clothing inventories slid 0.2%, and general merchandise store inventories declined 0.3% m/m in July.

Total business sales increased 1.0% m/m (4.0% y/y) in July, their largest monthly gain since February. Retail sales rose 0.7% m/m (3.8% y/y) in July with widespread gains across sectors. Separately, in another report released this morning, retail sales rose a larger-than-expected 0.6% m/m in August. Factory shipments increased by a solid 0.9% m/m (1.8% y/y) in July, their largest monthly gain since July 2024. Wholesale sales jumped 1.4% m/m (6.2% y/y), their largest monthly gain since February.

With the rise in sales outpacing the increase in inventories, the total business inventory/sales ratio edged down to 1.37, its lowest reading since July 2022. The retail I/S ratio was unchanged at 1.29. The factory I/S ratio fell to 1.56, its lowest reading since October 2022. The wholesale I/S edged down to 1.28 in July, its lowest reading since June 2022.
